Counted from today. Weekends don't count toward the ten, but holidays do.

Ten working days
You have to file at least ten working days before work begins. A working day is Monday through Friday, and holidays count. NR 447.07(1), (3)(a); NR 447.02(43)
Changing the start date
Change the start date and that's a revision. The code is specific about it:
In no event may an operation … begin on a date other than the date contained in the written notice of the new start date.

What the state charges
Wisconsin charges $135 to $1,325 for the notification itself. That's NR 410.05(2)'s permit-exemption-review fee plus NR 410.05(3)'s inspection fee, in the bands printed on form 4500-113. NR 410.05(2), (3); form 4500-113
The $100 nobody has been charged
NR 410.05(4) adds $100 when the asbestos amount changes by 20% or more. We have not found one that was charged it. The 427 revisions that did carry a fee ran from $35 to $1,325, and the middle one was $300. NR 410.05(4)
